PUBLIC NOTICE - 10/30/2017

The Independence Housing Authority announces that on October 30, 2017, the IHA shall make available at 4215 S. Hocker Dr., Bldg. 5, Independence, MO 64055 along with each property management office, a draft copy of the 2018 Annual Plan and 2018 - 2022 CFP P&E.  These documents shall be made available for public review per the guidelines of 24 CFR 903, a requirement of the Quality Housing and Work Responsibility Act of 1998.  

These documents shall be made available Monday through Friday from 8:00 AM until 4:30 PM for a period of 45 days.  The IHA has scheduled a public hearing to be held on December 19, 2017, at 4:30 PM, at the Community Room at Southview Manor located at 2600 S. Hub Dr., Independence, Missouri 64055. 

At this time, the IHA shall receive and consider any and all comments prior to the finalization of the 2018 Annual Plan and 2018-2022 CFP P&E for submission to HUD on or before January 12, 2018.    

INVITATION FOR BIDS The Independence Housing Authority (PHA/IHA) will receive sealed bids for the 4 BEDROOM DUPLEX REMODEL project, at Hocker Heights, until 2:00 p.m., local time, on January 4, 2018, at 4215 S. Hocker Dr., Bldg, 5, Independence, Missouri, at which time and place all bids will be publicly opened and read aloud.  Bids received after this time will not be accepted.  All interested parties are invited to attend.

The work includes, but is not limited to the following:  Complete remodel of the interior of the units including new: gypsum wall board throughout, wall insulaton, attic insulation, kitchen cabinets, counters, doors, door frames, windows, enclose closets, new ½ bath on 2nd floor, electrical panel, refinish wood floors, Modify stair rail for new code requirements, painting, plumbing fixtures, light fixtures, clean existing duct, new hvac, water heater and revise underslab sewer at kichen to provide cleanout.  New cementicious siding, metal wrapped trim, paint brick, roofing, gutters, downspouts, flashing, security screens 1st floor, storm doors and reconfigure existing canopies with shingle roof.

There will be a Pre-Bid Conference on December 14, 2017 at 10:00 a.m., local time, at the project site, 532-534 Hocker Terrace, Independence, Missouri.  It is recommended that all interested parties attend this Pre-Bid Conference to view existing conditions.  Any Contractor wishing a detailed visit to the work areas may do so on this date.  Non-attendance on the part of a bidder shall not relieve the bidder of any responsibility for adherence to any of the provisions of this bid package or any addenda thereto.

Contracts or work under this bid will obligate the Contractor and Subcontractors not to discriminate in employment practices.  This project is Federally assisted.  THE STATE OF MISSOURI AUTHORIZES “THE PURCHASE, WITHOUT SALES TAX, OF TANGIBLE PERSONAL PROPERTY TO BE INCORPORATED OR CONSUMED IN THE CONSTRUCTION OF THE PROJECT IDENTIFIED HEREIN AND NO OTHER, PURSUANT TO SECTION 144.062 RSMO.” 

The successful bidder will be required to furnish and pay for a Performance and Payment Bond from a U.S. Government-approved surety, authorized to do business in the State of Missouri, per Treasury Department Circular 570, current revision, as well as evidence of current personal injury, property liability, workmen’s compensation, and builder’s risk insurance. All work relating to the specifications of the Bidder's Package requires the payment of Davis-Bacon Wage Rates, or HUD-determined Wage Rates as included in this package. 

Contracts will be awarded to the lowest responsible bidder not on HUD’s list of ineligible contractors, provided the bid is reasonable, and in the best interest of the Independence Housing Authority, and the bidder has complied with all applicable Laws.  The Independence Housing Authority reserves the right to reject any and all bids and to waive any informality in bids wherever it is in the best interest of the Independence Housing Authority.

All responsive bids will contain the following:

1. The completed bid form(s), signed as required.
2. A notarized Non-Collusive Affidavit (contained in the Bid Packet).
3. Statement of Bidder’s Qualifications (contained in the Bid Packet), including a recent Financial
4. Certifications on Bidder for Equal Employment Opportunity required by Section 3 of the Housing
    and Urban Development Act of 1968 as amended.
5. Contractors Certification of Compliance Davis-Bacon.
6. Any subcontractors to be used on the contract must be listed on the bid(s).  (List of
    Subcontractors form in the Bid Packet.)
7. HUD 5369A, Representations, Certifications and Other Statements. (Successful bidder will be
    required to submit this form within three (3) working days after notification of selection). 
8. Each Bidder must submit in writing, concurrently with his Bid Form, Equal Employment
    Opportunity Certification a completed HUD Form - 92010.

(No bid bond will be required) Successful bidder will provide 100% Payment & Performance Bond.

No bid shall be withdrawn for a period of ninety (90) days subsequent to the opening of the bids without the consent of the Independence Housing Authority.
